
Rust is a metal oxide bonded into the concrete, which is why degreasers do nothing to it and why the fix is acidic rather than alkaline.
Grease responds to an alkaline cleaner. Organic growth responds to a bleach-based solution. Rust responds to neither, because it is iron oxide that has chemically bonded with the concrete surface. Scrubbing and pressure will wear away the concrete before they wear away the stain. The treatment is an acid that converts the iron oxide into a form water can carry off.
There is no point treating a stain that is being refreshed every time it rains. The usual culprits are metal furniture feet, a rebar tie left in the pour and now corroding through, downspout straps, potted plant stands, and irrigation water carrying dissolved iron from a well. Well water is the one people miss: if the rust appears in a fan shape matching a sprinkler arc, the water is the source and cleaning is temporary until the water is treated or the head is redirected.
Oxalic acid is the usual choice for rust on concrete. It handles the stain without attacking the cement paste as aggressively as stronger acids, so the surface keeps its texture. It goes on wet, gets a few minutes to work, is agitated with a stiff brush, and is rinsed thoroughly. Deep stains take more than one round. Working on a cool, shaded slab matters, because a hot surface dries the product before it can do anything.
Muriatic acid is widely recommended and widely regretted. It will remove rust, and it will also etch the cement paste, leaving a rough, lighter patch that is more obvious than the stain was. It exposes aggregate, it damages adjacent metal and plants, and its fumes are genuinely hazardous in an enclosed area such as a garage. If a surface is delicate or the stain is small, the risk is rarely worth it.
Acid rinse water should not go into a flowerbed, a pond, or straight into a storm drain. Neutralise the slab afterwards with a baking soda solution and flush with plenty of clean water. Grass along a driveway edge is the most common casualty, and it usually happens on the rinse rather than during the application.
Stamped and coloured concrete, exposed aggregate, and anything sealed need a gentler approach, because acid can strip colour and dull a sealer unevenly. Test in a corner that is out of sight first. On coloured concrete a partial improvement with the colour intact usually beats a clean patch that no longer matches.
